State Policies Governing Media Access
View the Louisiana Department of Public Safety and Corrections policy governing media access and public information.

Requests for a face-to-face inmate interview or prison visitation must be made to the Warden in writing. This request must include the following information:

— Names of all persons requesting visit/Job title/Employer
— Topic of story/Where it will be used and for what purpose
— Date and time of arrival and departure
— Names of all individuals to be interviewed and a scope of footage being requested

All on-site media contact with inmates are at the sole discretion of the Warden. Access may be restricted or disallowed for those inmates in maximum custody for behavioral problems and/or poor conduct and to prevent inmates from profiting from their crime either materially or through enhanced status as a result of media coverage.

Written permission of the inmate must be obtained for interview, photographing or recording.



Rules Governing Reporting Tools
Reporting tools are allowed on a case-by-case basis.

Prison visitors who are filmed must also sign written consent.

Filming must be done only in the presence of an escorting prison official.



Visitation List Rules

Members of the media are not required to be on an inmate’s visiting list to conduct a face-to-face inmate interview.



Execution Witness Policies
View the Louisiana Department of Public Safety and Corrections policy governing executions.

Three members of the media may witness an execution.

One from The Associated Press, one selected from media requesting to be present from the parish where the crime was committed and one selected from all other media requesting to be present.

Media witnesses must agree to act as pool reporters and sign the report of execution.

Execution witnesses must be Louisiana residents.

No audio or video recording devises are permitted.



Required Forms

Media representative must fill out "Location Agreement Form"

Prisoners and visitors of the prison who agreed to be interviewed or photographed must sign consent forms.

FOI Committee
This committee is the watchdog of press freedoms across the nation. It relies upon a network of volunteers in each state organized under Project Sunshine. These SPJ members are on the front lines for assaults to the First Amendment and when lawmakers attempt to restrict the public's access to documents and the government's business. The committee often is called upon to intervene in instances where the media is restricted.
